Not wanting to put you on the spot Slacker but have you any idea what the difference would be  between un-adopted road and one which has had tarmac on?

Nothing to do with whether it's got tarmac on it's whether councils have adopted them or not. Some (eg old Coal Board roads, back roads behind houses)) never get adopted and maintenance responsibility falls to adjacent property owners.
Usually responsibility on a new estate transfers to County Council once they are approved as suitable standard but I've known this process go on ten years or more with a lot of remedial work by the developers

As I said, £7 was brilliant, £14 for me and my wife's cars - but when they increased the fee to £85 I thought it outrageous - essentially a 600% increase!

We went straight from no charge to £35 a year. I went to county hall and had a meeting with the council officers concerned who told me that residents' parking on the estate roads wasn't possible because they were too narrow and emergency vehicles wouldn't be able to get past - yet they allow it at weekends!!

Four trainee paramedics live next door to us. They each have a car because they work different shifts and their training is at different places however they all attend lectures locally which is why they live there. Between them they pay £185 a year - an absolute disgrace.

On the other hand they will be taking 4 places up including in front of someone else's house. Most redsident parking schemes are near the town centre so they save on paying to park for town at (what we usually pay) £2.50 a time

No they're not. There is no parking at all our side of the street and no houses on the opposite side where parking is allowed.
